Latin American Herald Tribune - Colombia Arrests Man Wanted by U.S. on Drug Charges: "Detectives arrested reputed drug trafficker Julio Enrique Ayala Muñoz, whose extradition has been requested by the United States, Colombian police said Thursday.
Ayala was captured on Wednesday night outside his home in the southwestern city of Cali, Gen. Carlos Ramiro Mena told a press conference.
He emphasized that the operation was conducted together with Interpol and coordinated with the U.S. Drug Enforcement Administration.
Ayala is thought to have acted as the liaison between Colombian cocaine producers and Mexico’s Sinaloa cartel, Mena said.
The arrested man “reported directly” to Sinaloa boss Joaquin “El Chapo” (Shorty) Guzman, according to Gen. Mena, who said Ayala was once the top lieutenant to Colombia kingpin Wilber Varela, who was killed in Venezuela in January 2008.
Mena said that it was Alaya “who coordinated the first shipment of millions of dollars seized from the so-called ‘Drug Trafficking Board of Directors’ on Sept. 16, 2009, in containers being shipped from the port of Manzanillo (Mexico).”"
